RESEARCH INTERESTS

Environmental & public health risks of chemicals in our society, focusing on international and national policy and decision making studies for Environmentally Sound Management of Chemicals(ESMC), in cooperated with methodologies and practices of risk assessment and social-economic analysis of chemicals, especially regarding chemicals of high concern and emerging policy issues of international chemicals management, e.g., POPsEDCs and Pharmaceuticals and PPCPs etc.

PROFILE

Trained as an environmental chemist, Jianguo Liu’s research interests focused on the interdisciplinary studies on Environmentally Sound Management of Chemicals (ESMC) in the last fifteen years. Based on his frontier study and dissertation of Ph.D degree, he published the first monograph on ESMC in China, titled Environmentally Sound Management of Chemicals: Risk Management & Good Governance (2008). He is the chief editor of National Profile of Chemicals Management of China (the official version of Chinese Government, published in 2015). In the past fifteen years, He has been engaged in many major policy studies and projects on POPs under Stockholm Convention and ESMC programs in China. He has been continuously serving as a consultant and member of Chinese governmental delegation participating the intergovernmental negotiations of the Stockholm Convention on Persistent Organic Pollutants (INC7-COP7, 2003-2015), International Chemical Management Conference on SAICM(Strategic Approach of International Chemicals Management)  (ICCM2-ICCM4, 2009-2015) and global legally binding instrument on mercuryMinamata Convention, INC1-INC7, 2009-2015. He was the leading expert of the first governmental Quick Start Program (QSP) of SAICM of China, developed the National Profile of Chemicals Management of China and initiated the National Forum for China to Implement the SAICM China (2015). He was the chief drafter both of the report of China Council for International Cooperation on Environment and Development(CCICED)’s high level specific policy study: Major Issues and Policy Framework Policy of Environmentally Sound Management of Chemicals in China (published in 2007) and Chinese 12th Five-Years’ Plan (2011-2015) on Environmental Risk Control of Chemicals(published in 2013)”, and was a core member of the expert group in developing the National Implementation Plan (NIP) for China to Implement the Stockholm Convention. In addition to 3 books as a chief editor, he published over 20 research papers as the first or corresponding author both on science and policy issues of chemicals management, with special emphasis on the policy-making oriented studies of the risk assessment and social-economic analysis (SEA) for risk management of chemicals. He was selected as the member of series of expert committees on chemicals management of China, including Scientific Expert Review Committee for Chemicals Management of Ministry of Environmental Protection (MEP) of China, Expert Committee on Chemicals Risk Control of Chinese Society for Environmental Sciences (CSEC), Expert Committee on Persistent Organic Pollutants of CEES, and Chemicals Risk Control Expert committee on Environmental Management of China Management Science Society (CMSS). He used to be an international expert of UNIDO and OECD in developing certain guidance documents on risk management of certain chemicals, and was selected as a member of Apple Green Chemistry Board since 2015.
