He has been heavily involved in setting up environmental legislations, including the revision of the Law of the People’s Republic of China on Water Pollution Prevention and Control, the drafting of the Law of the People’s Republic of China on Noise Pollution Prevention and Control, and the revision of Law of the People’s Republic of China on Pollution Prevention and Control from Solid Wastes. Since 2002, he has been conducting studies related to the Stockholm Convention on Persistent Organic Pollutants, covering compliance mechanism, financial mechanism under the Convention and synergy among the Basel, Rotterdam and Stockholm Conventions. The results of the studies provide supports for the Chinese Government in relevant international negotiations. In 2007, he was invited by the People’s Congress of Guiyang as a legal advisor in drafting the Regulation on the Promotion of Eco-civilization, and is now leading a group of experts working on drafting regulation for Zhuhai Special Economic Region on the Promotion of Eco-civilization.
